Recap of City Council and Northeast CRA Board Meetings
We began at 5:30pm in the Community Building with two presentations:

The Consent Agenda had two items for approval and passed unanimously.
Approval of Meeting Minutes - July 7, 2020 City Council Budget Work Session
Resolution 2020-97, Historic Marker for 404 N. Donnelly Street
We had two Action Items:
Restatement of Resolution 2020-52, Local State of Emergency. No changes made to this Resolution.
Restatement of Resolution 2020-130, Specific Safety Requirements related to COVID-19 face coverings. City Council will have a special meeting on Friday, Aug 7th at 9am to discuss the face covering requirements for Mount Dora schools. There was a long discussion regarding Mount Dora Christian Academy starting school on Monday, Aug 10th and whether or not masks will be required. Originally MDCA would've been required to have students over the age of 2, staff and teachers wear a face covering unless they could be 6 feet apart. City Council issued a temporary exception for MDCA due to the comments from employees of the school and plenty of parents making City Council aware of the precautions the school has taken to safeguard all students.
There were five Resolutions:
Resolution 2020-104, Petition to Vacate a Portion of Hillcrest Court at Summit Ave. Passed unanimously.
Resolution 2020-116, Approval of Rankings for RFQ 20-GS-014-Appraisal Services-Land and Real Property and Authorization to Negotiate. Passed unanimously.
Resolution 2020-38, Approval of Styrofoam and Plastic Products Policy. Passed unanimously.
Resolution 2020-76, Mabel Norris Reese Sculpture Placement and Agreement. Passed unanimously.
Resolution 2020-106, Acceptance of the St. John's River Water Management District (SJRWMD) Grant for Wastewater Treatment Plant (WWTP) #1 Rehab Project. Passed unanimously.
We had one Ordinance:
First Reading of Ordinance 2020-13, Final PUD for Eudora Groves. Passed unanimously. I had submitted comments, based mostly on concerns received from some of you, but they were mistakenly not read into the record of the meeting on my behalf. I will make my comments at the second reading.
After the City Council Agenda we immediately reconvened as the Northeast Community Redevelopment Agency Board for two items:
Resolution 2020-110 (Northeast CRA) Approval of Purchase Agreement with Saving Faith Baptist Church. This passed unanimously.
Resolution 2020-133 (Northeast CRA) Approval of Rankings and Authorization for RFQ Northeast Stormwater Masterplan. This passed unanimously.
