Recap of City Council Meeting September 24, 2020

We began at 5:30pm in the Community Building.

There were four items on the Consent Agenda. The Consent Agenda passed 7-0

  1. Approval of Petition Received from Peoples Gas System, as required by Rule 25-22.0406 of the Florida Administration Code, Notice and Public Information on General Rate Increase Requests

  2. Purvis Gray & Company - Auditing Services Agreement - Extension 1

  3. Amendment to Limited Purpose Party Membership Agreement (LPPMA) with the Florida Resiliency and Energy District

  4. Approval of Meeting Minutes

  5. September 10, 2020 CRA Governing Board

  6. September 10, 2020 Northeast CRA Governing Board

  7. September 10, 2020 Regular City Council

Action Items:

  1. Restatement of Resolution 2020-138, Specific Safety Requirements related to COVID-19 face coverings. No changes were made.

Public Hearings:

  1. Resolution 2020-147, Final Millage Rate. This passed 7-0

  2. Resolution 2020-148, Approval of Final Budget. The final budget was approved unanimously at $126,227,375. The increase of over $9 million from the tentative budget of two weeks ago is due to items that were approved in this years budget (2019-2020) but will not actually be spent until next year.


  1. Resolution 2020-163, Repealing of Resolution 2020-52 and Extension of Resolution 2020-138; Providing Temporary Fee and Rate Reduction and Inapplicability of Emergency Event Response Pay for Duration of the State of Emergency. This passed 7-0


  1. First Reading of Ordinance 2020-14, Annexation Hubbard Construction Company. A motion was made to approve this ordinance (Rolfson) but the re was no second to the motion therefore it died. This Ordinance will come back to vote for a Second First Reading on October 20th. Residents were in attendance to report publicly the noxious odors coming from the landfill owned by Hubbard Construction Company. Most council members wish to tour the facility before making a decision.

  2. First Reading of Ordinance 2020-15, Final PUD for "Hubbard Mount Dora Commercial PUD". This Ordinance will also come back on the October 20th agenda.

  3. First Reading of Ordinance 2020-16, Cemetery Ordinance. This passed 7-0

City Manager Discussion:

  1. Construction Projects Update: Lincoln Pool will reopen to the school's swim teams but not to the public until March 2021.

  2. Strategic Plan Update-will come back on October 6th agenda for further discussion.

  3. Summary of Actions taken at various Advisory Board Meetings

  4. Update on the Police Assessment Process and Community Policing-Interim Police Chief Brett Meade informed the public of some steps he's taking to assess the department and increase community policing. He has distributed anonymous surveys to all police officers to get feedback on the positive and negative aspects of working for MDPD. A survey will also soon be going out to the residents of Mount Dora to provide feedback to the Department. Final written report will be presented to Council at the end of November.

  5. Request to Adjust Meeting Date/Time from Regularly Scheduled November 3, 2020 at 5:30pm due the General Election. The November 3rd Council meeting will be held at 2pm to allow the City Clerk time to get to the Supervisor of Elections office by 5:30pm to help verify election results.
