Recap of City Council Meeting - Tuesday, August 18, 2020

We began at 5:30pm in the Community Building with a presentation from Renaissance Planning Group. RPG presented the Traffic Calming Strategies Final Report. City Staff will use this as a guide to implement traffic calming measures.


There were six items on the Consent Agenda. Items 2, 3 and 4 were pulled for individual discussion (Stile), the other items were approved by consent. After discussion and some clarification items 2-4 were approved 7-0.

  1. Approval of Meeting Minutes: August 4, 2020 Regular Meeting & August 7, 2020 Special Session

  2. Resolution 2020-123, Florida Green Finance Authority District

  3. Resolution 2020-124, Florida PACE Funding Agency

  4. Resolution 2020-125, Green Corridor Property Assessment Clean Energy (PACE) District

  5. Resolution 2020-137, Approval of Task Authorization No. 2 for Helen Street Drainage Improvements - Phase 2 Design Services

  6. Resolution 2020-132, Pertaining to the Second Addendum to the Real Property Purchase Agreement with Dewar Floral, LLC

We had two Action Items. No changes were made to either of these Resolutions.

  1. Restatement of Resolution 2020-52, Local State of Emergency

  2. Restatement of Resolution 2020-138, Specific Safety Requirements related to COVID-19 face coverings

We had five Resolutions for discussion and vote:

  1. Resolution 2020-72, Acceptance of the Lake County Water Authority Grant to install a Baffle Box on Lake Gertrude. Mr. Tucker asked to table this item for two weeks to allow the homeowner, whose yard will be altered by the installation of this Baffle Box, some time to assess the changes.

  2. Resolution 2020-73, Authorizing a Project and Task Order for Underground Work to Provide Electric Service for the Wastewater 2 Treatment Facility. This passed 7-0

  3. Resolution 2020-136, Purchase of Fire Department Emergency Vehicles. This passed 7-0

  4. Resolution 2020-131, Pertaining to Amendment 1 to the Agreement with Allied Universal Corporation for the purchase of Chlorine through a piggyback with Martin County. This passed 7-0

  5. Resolution 2020-139, Impact Fee Credit Agreement for the Timberwalk subdivision utilities. This passed 7-0

We had one Ordinance:

  1. Final Reading of Ordinance 2020-13, Final PUD for Eudora Groves. This passed 5-2 (No's - Stile & Burtnett)

City Manager Report includes:

  1. Construction Projects Update - design plans are moving forward for our new Fire Station 35 near the intersection of Eudora Rd. and Old 441. The restroom facility is scheduled to be installed at the 3rd & Baker parking lot on September 1st. Demo work has begun on the Lincoln Pool, the project is progressing nicely.

  2. Lobbyist Update - available upon request

  3. Summary of Actions taken at various Advisory Board Meetings - The City Manager will begin providing Council with a short overview of what takes place at each of our Advisory Committee meetings each month so Councilmembers can be kept in the loop.

  4. Chamber Program - Promotional Video. The City is giving $3,500 to the Chamber to use towards a promotional video to attract visitors to Mount Dora.

  5. Face Coverings - School Exemptions. Mount Dora Christian Academy has been approved, by the City Manager, to be exempt from the City's face covering requirement at school based on precautions they have taken to keep children and staff safe. City Council was not a part of this approval process.

  6. Tree City requirements - City Manager discussed plans for a tree replacement program to be put into place sooner rather than later. The plan is to begin replacing our canopy before many of our older canopy trees will need to be removed due to disease and/or some have become a danger to residents and property. This is a promising step for those of us that care about our trees.

Board Appointments:

  1. Board Appointment for Firefighter Pension Board - Rich Loewer has been appointed

  2. Mount Dora Community Trust - Distribution Committee Mayoral Appointment. The Mayor will remain the appointee.
