Recap of City Council Meeting - Tuesday, July 21, 2020


We began in the Community Building at 5:30pm with two presentations.


Ceremonial Pinning and Recognition of Deputy Fire Chief Rich Loewer - Congratulations to Deputy Chief Loewer who had his wife and son in attendance to celebrate his pinning.


Loch Leven Alternative Recycling Program - City staff, Waste Management and City Council look forward to the results of this pilot program. This could potentially be expanded to other parts of the City based on the results.


The Consent Agenda had four items for approval. The first Resolution was pulled for discussion. The remaining three items were approved unanimously.

  1. Resolution 2020-90, Approval of an Ordinance Exemption for a fireworks display on August 14, 2020. No action was taken on Resolution. All City Council members agreed it is too soon for a large gathering with steadily increasing numbers of COVID-19 cases.

  2. Resolution 2020-107, Florida Department of Transportation State Highway Lighting, Maintenance and Compensation Agreement

  3. City Council Minutes to be presented on August 4, 2020

  4. Resolution 2020-112 COVID-19 Statement of Principles Mutual Aid Agreement

We had two Action Items:

  1. Restatement of Resolution 2020-52, Local State of Emergency. This remains in effect.

  2. Restatement of Resolution 2020-128, Pertaining to Face Coverings. Council voted unanimously to repeal this Resolution in its entirety and create Resolution 2020-130 which is similar but has the following changes:

A. This regulation is intended as a measure to seek REQUIRED compliance.

D. Every person working, living, visiting or doing business in the City of Mount Dora is required to wear a Face Covering, consistent with the current CDC Guidelines while inside any place OPEN TO THE GENERAL PUBLIC.

E. Every person utilizing or operating public transit vehicles and vehicles for hire is REQUIRED to wear Face Coverings.

G. Face Coverings are not required outdoors WHERE SOCIAL DISTANCING IS BEING PRACTICED.


We had four Resolutions for vote:

  1. Resolution 2020-76, Mabel Norris Reese Sculpture Placement and Agreement. No action was taken on this Resolution because some corrections need to be made that weren't made before the City Council Agenda Packet was released. This will come back to Council soon.

  2. Resolution 2020-105, Purchase of a Bucket Truck from Altec Industries, Inc. This passed 7-0

  3. Resolution 2020-111, Reimbursement Agreement among Duke Energy Florida, City of Mount Dora, Florida Municipal Power Pool and Orlando Utilities Commission. This passed 7-0

  4. Resolution 2020-115, Approval of Rankings of Real Estate Brokers and Authorization to Negotiate. This passed 7-0

We had one Ordinance:

  1. Final Reading of Ordinance 2020-11, Northeast Community Redevelopment Agency Redevelopment Plan of 2020. This passed 7-0

We had one Discussion Item

  1. City Council Meeting Scheduling Conflict in October. City Manager wanted to bring this future event, and scheduling conflict, to our attention but we will discuss a potential rescheduling at our September 24, 2020 Regular City Council Meeting.

The Mayor is working with the City Manager and City Staff to memorialize former City Councilmember Marie Rich who died suddenly last week in a car crash.
