Recap of City Council Meeting, Tuesday, October 6, 2020

We began at 5:30pm in the Community Building with a Construction Projects Update.


Consent Agenda. Items 2 and 3 were pulled for discussion (Stile), the other two items were approved with a voice vote.

  1. BESH changes name to BESH Halff

  2. Resolution 2020-126, Purchasing Policy. The vote was 4-3 (Stile, Tucker, Burtnett) to approve this policy after some discussion in opposition to the City Manager's threshold for expenditure approval, without Council's approval, being raised from $35,000 to $50,000.

  3. Resolution 2020-127, Fund Balance Policy. This passed 7-0 after further information was provided by the Finance Director.

  4. Approval of Meeting Minutes - September 24, 2020 City Council Meeting

Action Items:

  1. Restatement of Resolution 2020-138, Specific Safety Requirements related to COVID-19 face coverings. No further discussion or changes.

Resolutions:

  1. Resolution 2020-14, Spring Harbor Boulevard Marketplace (Commercial) Replat. Passed 7-0

  2. Resolution 2020-142, Approval of Solar Purchase Power Agreement and Site License to provide solar energy to the City of Mount Dora. Passed 7-0

  3. Resolution 2020-150, Approval of CPH, Inc. Task Authorization for Transportation Master Plan. Passed 7-0

  4. Resolution 2020-158, Hilltop Drainage Improvement Project. Passed 7-0

  5. Approval of Resolution 2020-166, Public Private Partnership (P3) Policy. Passed 7-0 with two amendments to the Resolution: 1. The application fee for an unsolicited P3 proposal will be $5,000 instead of $25,000 and 2. The Mayor will be part of the analysis of each proposal as opposed to leaving it solely on the City Manager to make decisions about a potential project.

Ordinances:

  1. Final Reading of Ordinance 2020-16, Cemetery Ordinance. Passed 7-0

  2. First Reading of Ordinance 2020-12, Land Development Code Amendment - Sign Code. Passed 7-0

  3. First Reading of Ordinance 2020-18, Simpson Family Partnership, Ltd. Annexation. Passed 7-0 with one addition. Mr. Bob Simpson requested that the City name this new street after his grandfather. It will be named JW Simpson Way.
