Recap of Regular Meeting November 5, 2019

We began with a presentation from the Mount Dora Friends of the Environment. Awards were presented to the following people:


For Business and the Environment: Scott Alderman (Premier Boat Tours)

For Government and the Environment: Reggie Thomas (City of Mount Dora Parks & Rec)

For Citizen and Business: Jim Yatsuk (Former Mayor of Mount Dora)


Resolutions:


1. Resolution 2019-168, Approval of Call to Artists Policy. This passed with a 7-0 vote with a wording change to the 3rd Whereas Clause in the Resolution. Ms. Tillett proposed that the wording be changed to "commercial areas" as opposed to "Downtown" in order to include Highland and other commercial areas of the CRA.


2. Resolution 2019-163, BESH, Inc. Master Plan Proposal for Utilities. This passed 7-0


3. Resolution 2019-173, Street Sweeping Agreement with Loch Loven. This passed 7-0


4. Resolution 2019-175, Bellmore Enterprises Incorporated, Authorizing Task Order for Duct-line Work for the Perc Pond Underground Conversion Project. This passed 7-0


5. Resolution 2019-141, Architectural Design Services - Fire Department: Approval of Agreement. This passed 7-0


6. Resolution 2019-167, Agreement with Hydro Corporation for Backflow Testing and Monitoring. This passed 7-0


7. Resolution 2019-183, Adoption of the Wolf Branch Innovation District Implementation Plan. This passed 7-0


8. Resolution 2019-174, Master Fee Schedule Updates. This passed with a 6-1 vote with Mr. Tucker voting no. I can't recall any comments made by Mr. Tucker as to his vote. If you have any questions you may reach Mr. Tucker at tuckerj@cityofmountdora.com


9. Resolution 2019-171, Purchase of a Skid Steer. This passed 7-0


Ordinances:

1. Final Reading of Ordinance No. 2019-13, Special Events. This passed 7-0


2. Final Reading of Ordinance No 2019-19, Community Redevelopment Agency Redevelopment Plan of 2019. This passed with a 6-1 vote with Ms. Tillett voting no. Ms. Tillett had a list of things she would like to see changed about the plan, two of which were: less focus on downtown and more focus on all of the businesses in the CRA (Highland, etc.) and she is against developing the waterfront for residential use.
