Upcoming City Council Meeting September 24, 2020

****Disclaimer**** I created this post on Monday but it somehow was posted to my other webpage crissyforflorida.com which oddly enough doesn't even have a "blog" so I'm not sure how that happened. Regardless, my apologies to those of you that missed your notification regarding the upcoming meeting. Now you'll get back to back notifications: the before and after of Thursday's meeting. My apologies. Here is proof of my error.

We begin at 5:30pm in the Community Building.

There are four items on the Consent Agenda.

  1. Approval of Petition Received from Peoples Gas System, as required by Rule 25-22.0406 of the Florida Administration Code, Notice and Public Information on General Rate Increase Requests. TECO, by law, has to disclose their rate increase. This is their first rate increase in 12 years and is mostly due to increasing costs due to COVID-19 safety measures now in place. There is no impact to the City's budget from this increase.

  2. Purvis Gray & Company - Auditing Services Agreement - Extension 1. This contract for the City's annual audit is budgeted at $78,500

  3. Amendment to Limited Purpose Party Membership Agreement (LPPMA) with the Florida Resiliency and Energy District. Remember the program that City Council approved a few months ago allowing the low interest financing of energy efficient/water conservation upgrades to your home through your property tax bill? The Florida Resiliency and Energy District (FRED) has a Board made up of City Managers and Assistant City Managers. Robin Hayes, our City Manager, has been offered a seat on the FRED Board and City Council is asked to approve this Amendment to the Agreement. No cost to the City.

  4. Approval of Meeting Minutes

  5. September 10, 2020 CRA Governing Board

  6. September 10, 2020 Northeast CRA Governing Board

  7. September 10, 2020 Regular City Council

Action Items:

  1. Restatement of Resolution 2020-138, Specific Safety Requirements related to COVID-19 face coverings

Public Hearings:

  1. Resolution 2020-147, Final Millage Rate. If approved the millage will be set at $5.9603 which is a 0.0% change in our tax levy from last year.

  2. Resolution 2020-148, Approval of Final Budget. If approved the final budget for 2020-21 for all Funds will be $116,434,717


  1. Resolution 2020-163, Repealing of Resolution 2020-52 and Extension of Resolution 2020-138; Providing Temporary Fee and Rate Reduction and Inapplicability of Emergency Event Response Pay for Duration of the State of Emergency. This Resolution will allow for discounted fees for event planners and facility rentals to ease the burden on those who have not been able to host regular events/monthly meetings. The goal of this Resolution is to slowly begin reopening the City to special events while requiring the proper precautions: to stay socially distanced and wear masks.


  1. First Reading of Ordinance 2020-14, Annexation Hubbard Construction Company. This landfill property off SR 46 wishes to be annexed into the City of Mount Dora. The property is approximately 180 acres and is currently regulated by Lake County and the Department of Environmental Protection. Even under annexation, all permits and inspections will be governed by these agencies, NOT by the City of Mount Dora. Cost to the City is $1,400 for annexation fees (not including legal review fees).

  2. First Reading of Ordinance 2020-15, Final PUD for "Hubbard Mount Dora Commercial PUD". Hubbard wishes to rezone their property at the same time as they annex into the City. This property is currently zoned as Light Industrial and they are requesting it to be a PUD to include Commercial (C-1).

  3. First Reading of Ordinance 2020-16, Cemetery Ordinance. City Council is asked to approve a change to the City's Cemetery Ordinance regarding the Coping. Some of the coping at the Cemetery is said to be hazardous to visitors and have also become a maintenance issue.

  5. Request to Adjust Meeting Date/Time from Regularly Scheduled November 3, 2020 at 5:30pm due the General Election
